Food Grain License Application Guidelines


Application, Issuance, and Renewal of License.

 

Application, issuance, and renewal of licenses – (1) Any person, under this order, must apply to the government as per the forms provided in Schedule-1 for a rice mill (automatic, major, semi-auto mill) license, Schedule-2 for a rice mill (hanking) license, Schedule-3 for a wheat grinding mill (major, compact, roller) license, and Schedule-4 for essential food grain purchase-sale and packaging.

Steps
  • Step 1: NID Verification

    Enter your National ID number, date of birth, email, mobile number and set a password. Your name and permanent address will be auto-filled from the NID database — do not change them.

  • Step 2: Basic Information

    Your permanent address is pre-filled from NID and cannot be edited. Fill in your present address separately if it differs from your permanent address.

  • Step 3: Trade License & Documents

    Enter your Trade License number and expiry date, TIN number, business name and type, store details, and upload all required documents. All files must be JPG, JPEG, PNG or PDF and under 200 KB.

  • Step 4: Done

    Your application has been submitted successfully. You will be notified about the next steps via email or mobile.

Post-Submission Approval Flow
Step Stage Description

Application Submitted After successful submission you receive a unique application number via SMS. Keep it safe — you will need it to track your application.

Review by Food Officer The relevant ACF, UCF, or DCF officer reviews your submitted details and uploaded documents. No action is required from you at this stage.

Primary Approval & Fee Notice On primary approval you will receive an SMS with the required fee amount. Your application status changes to "Payment Pending".

A-Challan Submission Pay the fee via A-Challan at any designated bank, then go to the application tracking page and enter your challan number. The system automatically verifies the amount against IBAS.

Final Approval & License After the challan is verified, the DCF or UCF grants final approval. You receive an SMS confirmation. Log in with your NID and password to download your Food Grain License.
Required Documents
  • Photograph (Required) – Recent passport-size colour photograph of the applicant.
  • Trade License (Required) – Scanned copy of a valid trade license issued by the relevant authority.
  • TIN Certificate (Required) – Tax Identification Number certificate from the National Board of Revenue.
  • Bank Statement – Last 3 Months (Required) – Bank statement covering the last 3 months, signed and stamped by the bank.
  • Signature / Thumb Impression (Required) – Clear signature or thumb impression on white paper, scanned and uploaded.
  • Optional Documents – Upload if applicable: BIN certificate, Fire License, BSTI Clearance, Department of Environment Clearance, Electricity Dept. Exemption Memo, or any other relevant document.
Important Notes
  • English name must match your NID exactly

    The applicant's English name must be entered exactly as it appears on the NID card — letter by letter, including spacing and capitalisation. Any difference, even a single letter, may result in rejection.

  • Date of birth must match your NID

    The date of birth entered in Step 1 must exactly match the date of birth shown on your NID card. The NID verification will fail if they do not match.

  • File size limit: 200 KB per document

    Each uploaded file must be under 200 KB and in JPG, JPEG, PNG or PDF format. Uploads that exceed 200 KB will fail silently — compress or resize before uploading.

  • Mobile number: 11 digits, no dashes or spaces

    Enter an 11-digit Bangladeshi mobile number starting with 01. Do not include dashes, spaces, or the country code (+880).
